Northern Virginia Electric Cooperative (NOVEC) is currently recruiting for a Power Supply System Scheduler. An incumbent in this position will provide specialized technical support for the twenty-four hour operational requirement for power procurement to address and respond to PJM or customer inquiries regarding load or resource dispatch and scheduling services and utilize professional judgment while handling multiple projects that require detail and precision; and demonstrate interpersonal skills at all levels while maintaining the highest level of customer service to exceed customer expectations.

DUTIES AND RESPONSIBILITIES

Work with customers to identify and obtain their Demand Response capability and submit this into applicable PJM Demand Response Programs.

Submit into the PJM web portal Demand Response bids on behalf of the cooperative.

Upon implementation of the 24-hour operation center, support the duties required to comply with PJM requirements to submit schedules (bids and offers) for day-ahead dispatch, load, ancillary services ,synchronized reserve market participation, and regulation assignments and monitor and adjust schedules for real-time operations as needed and or requested from PJM, etc…

Respond to and comply with all PJM requests received either via phone or All Call during routine and emergency situations.

Submit and confirm all energy and demand response schedules as required and on time

Register customers in various programs such as demand side response, capacity markets and ancillary service markets.

Submit Generation and Demand resources compliance data to PJM and update data as necessary to represent current conditions.

Monitor natural gas and electric markets to stay abreast of current market dynamics and their impact on proposed resource scheduling.

Support efforts to verify natural gas and/or electric settlement activity and provide supplemental documentation for reconciliation as required

EDUCATION AND/OR EXPERIENCE

A bachelor’s degree in Mathematics, Statistics, Engineering, or other related disciplines is required. .. A minimum of two years of experience working as a generation system scheduler/operator preferably within an RTO; or an equivalent period of time and experience working for an entity required to schedule/dispatch demand response bids/activities within a RTO is required. PJM System Operator Certification is strongly desired.

SKILLS AND ABILITIES

Demonstrated results in handling multiple projects simultaneously without losing track of details at various stages of completion under both normal and stressful conditions.

Demonstrated proficiency utilizing various computer applications and the ability to monitor and navigate among several computer screens simultaneously. Specifically, proven working experience with the Microsoft Office Suite of products is required.

Demonstrated ability to function independently in a multi-task environment, as well as part of a team. 

Demonstrated working knowledge of PJM Demand Response Programs (Energy, Capacity, Regulation, and Synchronized Reserve).

Demonstrated ability to communicate effectively with all levels of staff and the general public both orally and in writing while maintaining professionalism under all circumstances.

Demonstrated ability to apply effective organization abilities, detail orientation, and research techniques to fulfill position responsibilities.

Demonstrated ability to anticipate and meet rapidly changing customer and business needs by quickly refocusing and realigning strategic and operational direct ion.
