NORTHERN VIRGINIA -- Virginia Gov. Bob McDonnell recently re-appointed Patrick A. Toulme, Northern Virginia Electric Cooperative vice president and corporate counsel, to the Board of Agriculture and Customer Service for the State of Virginia. Toulme will serve a four-year term.
The governor appoints a member from each of Virginia's congressional districts. The presidents of Virginia State University and Virginia Polytechnic Institute and State University (Virginia Tech) complete the board. Gov. Tim Kaine originally appointed Toulme to the board in 2008 to represent the 8th Congressional District.
The board’s tasks include: advising the governor on the state of Virginia’s agriculture industry; offering recommendations to promote the industry's development; working with the agricultural community, and federal and state agencies to develop and implement programs to strengthen Virginia agriculture; and developing efficient and responsive programs for serving and protecting consumers. The board has the authority to proscribe, adopt and promulgate rules and regulations necessary to administer and enforce laws relating to agriculture, commerce and the consumer.
Toulme, a 1981 graduate of Old Dominion University, received a Juris Doctor degree in 1984 from George Mason University. In 2000 he earned a Master of Science degree from the University of Maryland.
Toulme served as general counsel for Hoffman Entities before becoming vice president and general counsel for the National Association of Professional Insurance Agents in 1989. The Falls Church resident became NOVEC’s vice president and corporate counsel in 1995.
