NORTHERN VIRGINIA—Virginia Governor Tim Kaine has appointed Patrick A. Toulme, Vice President and Corporate Counsel for the Northern Virginia Electric Cooperative, to the Virginia Board of Agriculture and Consumer Services. Toulme will fill the unexpired term of Gregory J. Galligan, who resigned in August. Toulme will represent the 8th Congressional District on the board.
The governor appoints 11 members, one from each of Virginia's congressional districts. The presidents of Virginia State University and Virginia Polytechnic Institute and State University complete the board. Toulme will serve the remaining three years of Galligan’s four-year term and will be eligible to serve two more successive terms.
The board’s tasks include: advising the governor on the state of Virginia’s agriculture industry, offering recommendations to promote the industry's development, working with the agricultural community, and federal and state agencies to develop and implement programs to strengthen Virginia agriculture, and developing efficient and responsive programs for serving and protecting consumers. The board has the authority to proscribe, adopt and promulgate rules and regulations necessary to administer and enforce laws relating to agriculture, commerce and the consumer.
Toulme, 49, is a resident of Falls Church, Va. He graduated from McLean High School in 1977, Old Dominion University with a Bachelor of Science degree in 1981, and George Mason University with a Juris Doctor degree in 1984. He received a Master of Science degree from the University of Maryland in 1999.
Toulme worked as general counsel for Hoffman Entities from 1985 to 1989. He served as vice president and general counsel for the National Association of Professional Insurance Agents from 1989 to 1995. He joined NOVEC as vice president and corporate counsel in 1995.
Toulme and his wife, Penny, have two children, Amanda and Patrick.
