Edwin Payne - District 7

Colonel (Retired) Edwin D. Payne is a retired U.S. Army Full Bird Colonel and retired Department of Defense (DoD) Senior Civilian Executive with 46 years of distinguished military and federal service. Throughout his career, he provided executive leadership across enterprise information technology, governance, policy, strategic planning, budget management, organizational transformation, and mission support operations.

As a senior federal and defense leader, Mr. Payne managed a $7 billion Army information technology portfolio spanning enterprise IT programs and modernization initiatives. His expertise includes strategic communications, information technology architecture, governance, publication management, policy development, performance management, and leading large cross-functional organizations in complex operating environments.

His leadership assignments included service as Commander, Director, Chief of Governance and Information Services, Deputy Inspector General, Program Analyst, Strategic Planner and Integrator, Assistant Professor of Military Science, and Director of the Air Force Departmental Publication Office (AFDPO) within Headquarters Air Force Information Management.

Mr. Payne has earned a master’s degree in Strategic Studies from the United States Army War College, a master’s degree in Computer Resources and Information Management from Webster University, and a bachelor of arts degree in Sociology/Social Studies from Ouachita Baptist University.

He is a member of the Kappa Alpha Psi Fraternity and the Prince Hall Masons. 

Mr. Payne is the proud father of two sons, father-in-law to two daughters-in-law, and grandfather to two cherished granddaughters.
